The government implemented a phased tax on imported confectionery and pure sugar between 2018 and 2019, which also included a healthy food subsidy. This tax was intended to raise revenue for public health initiatives. In addition, the government eliminated import duties on select healthy foods. However, the expansion beyond a simple tax on sugar-sweetened beverages was viewed as diluted by the informants in the health sector. This was largely due to concerns that the sugar tax would be regressive.
The sugar tax failed to achieve its intended purpose. The main reasons for not feeling that it was appropriate were perceived ineffectiveness and the high cost of healthy foods. Most people did not support the policy because it did not work to motivate behavioral changes. A post-implementation survey showed a substantial difference in the support for the sugar tax between the informants and the general population.
The obesogenic environment in Bermuda is one of the factors contributing to the high prevalence of obesity. In addition, the majority of foods are imported from overseas. This contributes to the cost of buying healthy foods, which is another reason why people are not motivated to make dietary changes.
Most participants agreed that buying healthy food is not affordable. Moreover, the price of fresh produce is high in Bermuda. The same is true for frozen vegetables and fruits. They have the same micronutrients as fresh counterparts and have more micronutrients than canned or dried fruits. The study found that a reduction in tax on select fruits and vegetables was not believed to have impacted the retail prices.
The use of economic tools to incentivize consumption is a recommended policy intervention for promoting dietary change. Aside from the economic implications of adult obesity, other consequences include increased risk of depression and chronic illnesses.
Using a survey of 5000 Brazilians to test the hypothesis that a low carbohydrate, moderate protein diet would be more palatable and gratifying than the standard fare of a catered meal, it was found that the keto diet had an average of 92% higher patient satisfaction, and was associated with lower rates of mortality, hospitalization, and emergency room visits. The study also revealed that a large percentage of the population did not adhere to the keto diet for reasons akin to cultural aversion. Nonetheless, it was also found that the aforementioned high rate of compliance was accompanied by a hefty cost of living increase and an accompanying decrease in productivity. This in turn, had a knock-on effect on healthcare expenditures, which in turn had a significant impact on national GDP. Lastly, the findings revealed that the cost of living was highest amongst households with household incomes of less than one million dollars. Having a single-family home and a full-time job did not help matters. It was estimated that single-member households spent a whopping ten percent of their monthly budget on housing, utilities, and food and beverages.
